In operation since 1942 as a health department, The Bell County Public Health District was established in 1994 by the Bell County government in conjunction with local municipalities. These entities worked together to establish the Bell County Public Health District under the guidance and oversight of the Bell County Board of Health. This Board is comprised of representatives elected from each of the Member municipalities: Bell County, Temple, Killeen, Belton, Harker Heights, Holland, Little River/Academy, Morgan’s Point Resort, Rogers, Troy, and the Village of Salado.

Mission
The mission of the Bell County Public Health District (BCPHD) is to promote healthy lifestyles in the communities served through education, service, and leadership; to prevent disease and protect the public’s health, and to serve as highly trained and skilled professionals dedicated to public health service.
Purpose
The purpose of BCPHD is to identify and address local public health needs and to coordinate with local agencies, communities, and stakeholders in order to meet those needs. To facilitate the protection and promotion of public health BCPHD works to maintain a staff that is dedicated and technically trained in order to provide the important array of public health services to the residents of Bell and surrounding counties.
Vision
It is the vision of BCPHD to provide services such as immunizations, sexually transmitted disease (STD) testing and prevention education, pregnancy testing and family planning services, and disease surveillance services to eligible citizens of Bell and surrounding counties. Health protection services also include the provision of nutritional services through the Women, Infants, and Children (WIC) Program, consumer protection through the Environmental Health and Food Protection Program, and the preservation of community function and safety through the Public Health Preparedness (PHEP) Program.
